Community Choice Aggregation in Weston
The Town of Weston is developing a Community Choice Aggregation (CCA) program, called Weston Power Choice. Residents voted to authorize the Select Board to pursue CCA at the December 3, 2019 Special Town Meeting.

Under Weston Power Choice, the Town will purchase electricity supply in bulk for households and small businesses enrolled in Eversource’s Basic Service. Participants will remain Eversource customers and will continue to receive one electricity bill from them. They will also still call Eversource if they lose power. The program will only change the supply price and the supplier name listed on their electricity bills.

Benefits to program participants include stable prices, consumer protections, potential cost savings and the opportunity to include more renewable energy in their electricity supply. Participants will have three choices under the program: the Standard (default) option will offer renewable energy in excess of the minimum state requirements, the Plus option will offer 100% renewable electricity at a slight premium, and the Basic option will have no additional renewable electricity above the state required minimum.

Weston Power Choice is an opt-out program as required under Massachusetts law and all Weston Eversource Basic Service customers will be automatically enrolled. However, participation is voluntary, and anyone may opt out at any time and at no cost. Any resident who has selected their own electricity supplier will not be automatically enrolled, but they are free to join.

The Weston CCA team consists of the Town Manager and other town staff, as well as members of the Town’s Sustainability Committee and SWAG. The consulting team MassPowerChoice is helping Weston develop its aggregation plan, and will also assist with the state’s regulatory approval process, educate residents about the program, and provide customer support once the program launches.

Weston submitted its aggregation plan for Weston Power Choice to the Massachusetts Department of Public Utilities on October 29, 2020. As part of the regulatory process, a public hearing for the plan was held on February 24, 2021.
